How to shortlist and verify an office renovation contractor in Singapore
A company name and a price are not enough to compare. Before signing, check the entity that issues the quotation, what its registration actually covers, whether the insurance names the right parties and scope, and whether the completed-project evidence belongs to the firm you are hiring.
Confirm who issues the quotation
Ask every shortlisted firm for the full legal entity name and UEN that will appear on the quotation and contract. A trading name on a website is not always the same entity that issues the binding document. Check the UEN on ACRA BizFile to confirm the entity is active and matches the company you contacted.
Omni Contractors' confirmed quotation issuer is Omni Global Pte Ltd (UEN 200802976E). That identity is published with its checked date on the contact and registration page.

Understand what a CRS workhead does and does not prove
BCA's Contractors Registration System (CRS) registers firms under workheads and grades. Its current guidance covers public-sector tendering and first-level subcontracting, and, since 1 June 2025, firms wishing to hire construction S Pass or Work Permit holders. Check the exact entity, workhead, grade and expiry in the directory; the scheme is separate from the Builders Licensing Scheme.
CR06 registration does not by itself prove a general builder licence, a Licensed Electrical Worker (LEW) qualification, a Qualified Person appointment, project-specific capacity, every required project permission, or a government endorsement of quality. Do not treat it as a substitute for checking each of those where they are relevant to your project.
BCA says a builder's licence is required for building works whose plans require approval by the Commissioner of Building Control and for the specified specialist building works. Its guidance says a General Builder's Licence is generally required of the main contractor, while subcontractors generally do not need that licence except for the specified specialist works. These rules cover public and private projects. Ask the relevant professional which requirements apply to the proposed work; small floor area alone does not settle the route.

Ask about insurance coverage and named parties
Ask each contractor to name the insurance policy, the insured parties, the coverage scope and the policy period. Obtain any required coverage limits from the contract, landlord and building management. This checklist does not prescribe an insurance sum or determine whether a policy meets your project obligations.
Identify who is responsible for what: the contractor's own policy for its workers and equipment, any requirement from the landlord or building management for the tenant's or contractor's insurance, and whether the policy covers third-party property and persons within the premises. Read the actual policy wording or certificate of insurance rather than relying on a verbal assurance.
Distinguish completed-work evidence from archive and stock
Ask for photographs and references of completed projects that the shortlisted company carried out. Confirm whether the images are of the firm's own work, whether the client has given permission for them to be shown, and whether the scope shown is comparable to your project.
Distinguish original work footage, a completed-project account and an independent customer reference. An older video can show work without proving completion or today's team capacity. A genuine project can be described anonymously with permission; you do not need a customer's name or exact unit to ask what work was done, when, and what confirms the outcome. If a caption leaves these points unclear, request the missing context rather than inferring it from the image.
Omni Contractors publishes dated archive footage and a work-in-progress office photograph on its commercial renovation page. These describe the evidence available without claiming a verified completed-project outcome. Ask for a relevant reference and its confirmed scope when discussing your project.
Compare exclusions and interfaces
A lower quotation total can reflect fewer items, not better value. Ask each contractor to list what is included, what is excluded, and what is supplied by others. Common items that may or may not be included are removals and disposal, building-management charges, after-hours access, protection of common areas, professional fees, approvals, IT cabling and final cleaning.
Where two quotations name different exclusions, list the differences side by side before comparing the totals. If a contractor says an item is by others, ask who those others are and whether they have been coordinated.

Identify who signs, who inspects and who closes issues
Before committing, agree in writing who signs off on each stage of the work, who inspects defects, who issues the list of outstanding items, and how a dispute about scope or quality is resolved. These responsibilities should be in the quotation or contract, not left to a verbal understanding.
Stage the commercial decisions: check the entity and registration first, then request comparable quotations, then compare the scope and exclusions, then confirm the contractual terms. Do not pay a deposit before the quotation issuer, the scope and the responsibilities are agreed in writing.
Blank shortlisting record
Copy this table for each shortlisted contractor. Fill in the facts from their quotation and documents. Leave any line blank if the contractor has not provided the information; a blank line is a question to ask, not something to assume.

Does a CRS CR06 registration mean a contractor is licensed for all building works?
No. CRS CR06 is a workhead registration under Interior Decoration and Finishing Works. It does not establish a general builder licence, a Licensed Electrical Worker qualification, a Qualified Person appointment or a government endorsement of quality. Ask which registrations and licences apply to the actual proposed work.
What insurance should an office renovation contractor have?
Ask for the policy name, insured parties, covered work, policy period, applicable limits and exclusions. Compare these with the contract and building-management requirements. This guide supplies no default minimum amount and does not assess whether a policy meets your obligations.
How can I verify a contractor's completed-project evidence?
Ask what the firm carried out, when, whether the scope is comparable, and what confirms completion. Permissioned anonymous records can be useful without publishing a customer's name or exact unit. Keep original work footage, a completion record and an independent customer reference distinct.
Should I compare contractors on price alone?
No. A lower quotation can reflect fewer included items, not better value. List the inclusions, exclusions, interfaces and professional appointments side by side before comparing the totals. Confirm the scope and responsibilities in writing before any payment.
