Hoarding installed at a mall unit

Preparing a mall shop for handover in Singapore

A mall unit is returned under the mall owner's rules as well as your lease. This guide gives you the questions to put to the mall management office and two worksheets to fill in before you ask for a reinstatement quotation.

1. Why a mall unit needs its own preparation

In a mall the landlord controls more than the four walls of your unit. Hoarding, lift use, delivery times, contractor passes, protection of common areas and where debris may be carried are usually set by the mall management office, and they can differ from one mall to the next. A reinstatement quotation written for an office or a street shop may not match what your mall allows.

Some mall owners publish fit-out guidelines and house rules for their buildings. CapitaLand, for example, publishes a fit-out checklist and guidelines and a set of house rules for its commercial spaces. Those documents are about fit-out and building operations, not necessarily about returning a unit, so do not assume they govern your handover. Treat them as an example of the kind of rule that may exist, and ask your own mall management office which documents apply to your unit and which edition is current.

Your lease still decides what you must hand back. Read the reinstatement clause first, then use the questions below to fill in the practical detail. If you have not done so yet, our guide to the reinstatement clause in your lease explains how to read it, and the office reinstatement checklist covers the general handover steps.

2. Questions to put to the mall management office

Ask in writing where you can, and keep the replies with your lease papers. If management says something is covered by a document, ask for the document. The list below is a prompt for questions, not a statement of what every mall requires.

  • Which documents govern the return of my unit: the lease clause, a handover or reinstatement checklist, fit-out guidelines, house rules? Which version applies?
  • What condition must the floor, walls, ceiling, lighting, sprinklers, air-conditioning and signage be in when I return the unit?
  • Which items that I installed must be removed, and which must stay? Is anything I installed treated as the landlord's property?
  • Do I need to put up hoarding while works are done? If so, who supplies the design and what are the height and finish requirements?
  • What are the permitted hours for noisy work such as hacking, drilling and demolition, and for deliveries and removals?
  • How do I book the cargo lift or loading bay, how much notice is needed, and are there fees or standby charges?
  • What passes or registration do my contractor's workers need, and which lifts and routes may they use?
  • Where may debris and packed waste be carried and loaded, and what happens if it is left in a bin centre?
  • Is a deposit held, how is it released, and what has to be completed first?
  • Who attends the joint inspection, how is it recorded, and how are rectification items and deadlines communicated?

3. Access and loading worksheet

Fill this in with management before the contractor visits, so the quotation reflects real working conditions. Where a mall has published a rule you can quote it, but check that it is the current version and that it applies to returning a unit.

As an illustration only, CapitaLand's published fit-out guidelines for its commercial spaces say that permitted hours for noisy work are set per building and that management can vary them, and that ad-hoc cargo lift requests need three working days' notice. Its house rules say bulk deliveries and moves should be notified in advance and carried out after operating hours, that contractors need passes and designated lifts, and that debris must be taken off-site rather than left in bin centres, failing which management may remove it at the tenant's cost. Your mall may be stricter, looser or different. Confirm each line for yourself.

Working hoursHours for quiet work and for noisy work such as hacking and drilling
Delivery and removal hoursWhen goods and debris may be moved through the mall

RoutesLifts, corridors and bays the contractor may use

Debris and wasteWhere it may be loaded, and where it must not be left
Stop-work conditionsWhat can lead management to stop the works

4. Removal inventory: yours, the landlord's, or stays

Walk the unit with the lease and any original handover documents in hand, and list every installed item. Settle the 'Remove, restore or stay?' column before you ask for a quotation, because removal, restoration and keeping are priced differently. Do not guess: where the lease or the mall is silent, ask management to confirm in writing.

Photograph each item and write the photo number in the last column. If something was in the unit when you took it over, say so, and keep any move-in record that shows it.

5. Hoarding, graphics and the unit's appearance

Many malls want an empty retail unit screened. Ask whether hoarding is required during reinstatement, who supplies the design, and what height and finish management expects. In CapitaLand's published retail fit-out guidelines, for instance, hoarding is required at retail units, the design is obtained from management and it must run floor to ceiling, and an outgoing tenant must allow an incoming tenant to install graphics or otherwise install landlord-approved interim graphics at their own cost. That is one landlord's published position, so ask your mall what applies to you and who pays.

Also ask whether your shopfront signage and any mall-supplied fittings must be left, removed or covered. The answer affects what the contractor removes and what they make good.

6. Inspection record and photo method

A good record settles disagreements later. Take it in three passes: before works start, when works are finished, and at the joint inspection with management. Use the same viewpoints each time so changes are easy to compare.

  1. Photograph each wall, the ceiling and the floor from the doorway, then close-ups of anything already damaged. Include a wide shot of the shopfront.
  2. Photograph each item on the removal inventory and note the photo number in the table.
  3. Photograph meters, distribution boards and any fire safety devices as they are before works.
  4. After works, repeat the same shots and file them with the first set, dated.
  5. At the joint inspection, ask management to list any rectification items in writing, with the deadline for each.
  6. Once items are cleared, ask management to confirm the clearance in writing, and ask how and when any deposit will be released.

7. Rectification, deposit and what to send Omni

Management may list items to be corrected after the joint inspection. In CapitaLand's published fit-out guidelines, deposit refund follows completion of rectifications and the required documents. Whether your mall works the same way, and what documents it asks for, is something to confirm in writing. Do not assume a quoted completion date means the unit will be accepted on that date.

Omni Contractors carries out shop reinstatement works. Send us the unit address and floor, the floor plan, photographs, the completed access worksheet and removal inventory, the landlord's handover requirements if you have them, and your target return date. We will review the details and discuss a site check and quotation. The shop reinstatement page shows the works we cover, and the quotation checklist helps you compare written scopes. Use the contact page to send the details.

Mall shop handover questions

Question not listed? Ask us on WhatsApp

What should I prepare before handing back a mall shop unit in Singapore?

Read your lease reinstatement clause, then ask the mall management office which handover documents and house rules apply to your unit. Fill in an access worksheet and a removal inventory, take dated photos, and agree in writing what is removed, restored or kept. Then request a quotation.

Do all malls have the same hoarding and working hour rules?

No. Rules are set by each mall owner and can differ by building and by type of unit. Published fit-out guidelines from one landlord are only an example. Ask your mall management office what applies to returning your unit.

Do I have to remove everything I installed in the shop?

Not necessarily. Your lease and the landlord decide what must be removed, restored or left in place. List each item, ask management to confirm its status in writing, and keep that confirmation with your photos.

How do I record the condition of the unit at handover?

Photograph every wall, the ceiling, the floor and each inventory item before works and after works, using the same viewpoints, and keep them dated. At the joint inspection, ask management to list any rectification items and deadlines in writing.

Does Omni apply for mall permits or book lifts for me?

Confirm with the mall management office who applies for contractor passes and lift bookings, because that depends on the mall. Send the access details to Omni and we will go through what the site visit and quotation need to cover.
